Member of Supervisory Board of “PROZORRO.SALE” SE, Remuneration Committee and Strategy Committee, the representative of the State. From March 2018 until November 2019 he worked at UkrOboronProm at the position of Director of Special Exporters Division, Supply, Information and Analytics. In the past he worked at “Ukrzaliznychpostach” SE in the field of public procurement and from June -July 2015 Vitalii was an Advisor to the Minister of Economic Development and Trade. In 2015–2016 he held the position of Head of Legal Support for Public Procurement of Legal Department of the Ministry of Economic Development. In the course of work Vitalii participated in the drafting of the Law “On Public Procurement” and provided the full support for launching the ProZorro system starting from the pilot project to the state system of public electronic procurement. From 2016 - 2018 he was appointed Deputy Head / Director of Branch “Center of Production Provision” of “Ukrzaliznytsia” PJSC. In 2005, he graduated with honors from the Ukrainian Academy of Foreign Trade, Faculty of International Law and obtained a Master degree in international law. In 2014 he received a Master degree in Organization Management at the State University of Transport and Technology.
