In the past occupied senior positions in Deposit Guarantee Fund Consolidated Office specializing on sales of assets of insolvent banks. Before February 2016 worked as an Advisor to the First Deputy Minister of Finance of Ukraine. Prior to work in the Ministry of Finance worked on senior positions in different state owned and private entities, was a civil servant, during the period of 2009 - first half of 2010 – working on the position of Deputy Head of Office of the Minister of Finance of Ukraine – Head of the Analytical Unit of the Ministry of Finance of Ukraine.

In 2004 Iliya graduated with honors from Institute of International Relations, Kyiv National Taras Shevchenko University and received an MBA degree in international economic relations (specialty – international currency-credit and financial relations).
